insisted there was \u201ctotal\u201d unity among western powers after crisis talks with European leaders on how to deter Russia from an attack against Ukraine, as Downing Street warned of \u201cunprecedented sanctions\u201d against Moscow should an invasion take place. .<\/p>\n<p class=\"dcr-o5gy41\">\u201cI had a very, very, very good meeting \u2013 total unanimity with all the European leaders,\u201d Biden told reporters shortly after finishing a one hour and 20 minute video conference on Monday with allied leaders from Europe and Nato.<\/p>\n<p id=\"sign-in-gate\">\n<p class=\"dcr-o5gy41\">The US has put 8,500 troops on high alert to deploy to Europe as Nato reinforced its eastern borders amid growing tensions over Ukraine.<\/p>\n<p class=\"dcr-o5gy41\">In London, prime minister Boris Johnson\u2019s office also said \u201cthe leaders agreed on the importance of international unity in the face of growing Russian hostility.\u201d<\/p>\n<p class=\"dcr-o5gy41\">Downing Street said the group stressed that diplomatic discussions with Russia remain the first priority, but said the nation would be hit with \u201cswift retributive responses\u201d if a \u201cfurther Russian incursion into Ukraine\u201d takes place.<\/p>\n<p class=\"dcr-o5gy41\">\u201cThe leaders agreed that, should a further Russian incursion into Ukraine happen, allies must enact swift retributive responses including an unprecedented package of sanctions,\u201d Downing Street said following the discussions lasting over an hour.<\/p>\n<p class=\"dcr-o5gy41\">Washington is trying to maintain transatlantic and Nato unity against Russia, which supplies about 40% of the European Union\u2019s natural gas.<\/p>\n<p class=\"dcr-o5gy41\">The meeting came days after Biden revealed behind-the-scenes divisions among the Nato allies on how severe the response would be and as Germany faces criticism from Kyiv over its refusal to send defensive weapons to Ukraine.<\/p>\n<figure id=\"0244aeec-109d-4de1-9e72-23909c432aa7\" class=\"dcr-1mfia18\">Biden lays bare Nato divide over Russian aggression against Ukraine<\/figure>\n<p class=\"dcr-o5gy41\">Under efforts to deter Russian \u201caggression\u201d, Biden said the leaders discussed preparations to \u201cimpose severe economic costs\u201d against Moscow while seeking to \u201creinforce security on the eastern flank\u201d.<\/p>\n<p class=\"dcr-o5gy41\">German Chancellor Olaf Scholz said \u201cit is up to Russia to undertake visible de-escalation,\u201d while Nato secretary general Jens Stoltenberg warned of \u201csevere costs\u201d if there is \u201cany further aggression\u201d by Moscow against Ukraine.<\/p>\n<figure We agree that any further aggression by #Russia against #Ukraine will have severe costs. pic.twitter.com\/r7wx0Xln4X<\/p>\n<p>&mdash; Jens Stoltenberg (@jensstoltenberg) January 24, 2022<\/p><\/blockquote>\n<\/figure>\n<p class=\"dcr-o5gy41\">Also on the call were the leaders of France, Italy, Poland and the European Union.<\/p>\n<p class=\"dcr-o5gy41\">The French government has announced that Russian and Ukrainian officials would meet, along with French and German counterparts, in Paris on Wednesday to try to find a way out of the impasse.<\/p>\n<p class=\"dcr-o5gy41\">Despite insisting he has no intention of attacking, president Vladimir Putin has deployed more than 100,000 troops close to Ukraine, where Russia already seized Crimea in 2014 and backs a separatist army in the east.<\/p>\n<figure id=\"61a0566b-b30c-4ba2-a367-83622ff20149\" class=\"dcr-1mfia18\">\u2018Life goes on\u2019: Kyiv residents maintain calm amid threat of Russian invasion<\/figure>\n<p class=\"dcr-o5gy41\">Moscow is demanding a guarantee that Ukraine, a former Soviet republic, never be allowed to join Nato, as well as other concessions by the United States in return for a decrease in tension.<\/p>\n<p class=\"dcr-o5gy41\">The United States and Nato have rejected the Russian demands and told Putin to withdraw from Ukraine\u2019s borders, warning that a Russian attack will trigger damaging economic sanctions, as well as a beefed-up Nato presence in eastern Europe.<\/p>\n<p class=\"dcr-o5gy41\">On Monday the US placed 8,500 troops on heightened alert to deploy to Europe as Nato reinforced its eastern borders with warships and fighter jets, amid growing fears of a possible \u201clightning\u201d attack by Russia to seize the Ukrainian capital, Kyiv.<\/p>\n<figure id=\"196039a4-42e7-4db8-9b1e-1e1dd6d86636\" class=\"dcr-1mfia18\">Rising costs of Ukraine gamble could force Russia\u2019s hand<\/figure>\n<p class=\"dcr-o5gy41\">Pentagon spokesperson John Kirby said the troops, all of them currently stationed in the US, would be on standby to take part in Nato\u2019s Response Force (NRF) if it is activated, but would also be available \u201cif other situations develop\u201d.<\/p>\n<p class=\"dcr-o5gy41\">The alert order issued by the defence secretary, Lloyd Austin, reduces the number of days it would take to deploy but it is not itself an order to deploy.<\/p>\n<p class=\"dcr-o5gy41\">The USS Harry S Truman aircraft carrier, along with its strike group and air wing, joined patrolling activities across the Mediterranean Sea on Monday, the first time since the cold war that a full US carrier group has come under Nato command.<\/p>\n<p class=\"dcr-o5gy41\">Kirby said: \u201cIn the event of Nato\u2019s activation of the NRF or a deteriorating security environment, the United States would be in a position to rapidly deploy additional brigade combat teams, logistics, medical, aviation, intelligence, surveillance and reconnaissance, transportation and additional capabilities into Europe.\u201d<\/p>\n<figure id=\"0c837a5c-006a-4dc3-b75c-f113828f7ad4\" class=\"dcr-10khgmf\">\n<figure id=\"0c837a5c-006a-4dc3-b75c-f113828f7ad4\" data-alt=\"map\" data-cypress=\"interactive-element-map\" class=\"element element-interactive element-inline dcr-14q05a8\">map<\/figure>\n<\/figure>\n<p class=\"dcr-o5gy41\">Any deployment in Europe, he said, \u201cis really about reassuring the eastern flank of Nato\u201d of the US readiness to come to the defence of alliance members. The force would not be deployed in Ukraine, which is not a Nato member. There are currently about 150 US military advisers in the country, and Kirby said there were no plans at present to withdraw them.<\/p>\n<p class=\"dcr-o5gy41\">Jen Psaki, the White House spokesperson, said the US had \u201ca sacred obligation to support the security of our eastern flank countries\u201d.<\/p>\n<p class=\"dcr-o5gy41\">\u201cWe are talking to them about what their needs are and what security concerns they have. So I wouldn\u2019t say it\u2019s a response to an abrupt moment. It\u2019s a part of an ongoing contingency planning process and discussion,\u201d Psaki said.<\/p>\n<p class=\"dcr-o5gy41\">Earlier on Monday, Jens Stoltenberg, Nato\u2019s secretary general, said the \u201cdeteriorating security situation\u201d had driven the military alliance to bolster its \u201ccollective defence\u201d.<\/p>\n<p class=\"dcr-o5gy41\">The Kremlin pointed to the new deployments as evidence of Nato aggressive posturing, blaming Nato for the rise in tensions. Its spokesperson Dmitry Peskov said: \u201cWe see statements by the North Atlantic Alliance about reinforcement, pulling forces and resources to the eastern flank. All this leads to the fact that tensions are growing. This is not happening because of what we, Russia, are doing. This is all happening because of what Nato and the US are doing and due to the information they are spreading.\u201d<\/p>\n<p class=\"dcr-o5gy41\">In recent months Russia has massed more than 100,000 troops along Ukraine\u2019s border and it is planning extensive military exercises in neighbouring Belarus and in the Mediterranean.<\/p>\n<p class=\"dcr-o5gy41\">The Belarusian leader, Alexander Lukashenko, said on Monday he would deploy a \u201cwhole contingent of the army\u201d to the border with Ukraine, alleging: \u201cUkrainians have begun to gather troops [there]. The Kremlin has also dispatched six amphibious landing ships to the Mediterranean as part of the exercises, which will include 140 ships and more than 10,000 Russian troops.<\/p>\n<p class=\"dcr-o5gy41\">The tensions have helped fuel instability in global markets, while Russia\u2019s main stock index plunged and the central bank suspended foreign currency purchasing after the ruble slumped.<\/p>\n<p class=\"dcr-o5gy41\">Washington is trying to maintain transatlantic unity to build a credible threat of sanctions as a deterrence against Moscow.<\/p>\n<p class=\"dcr-o5gy41\">However, members of the 27-nation European Union have starkly differing approaches and ties to Russia.<\/p>\n<p class=\"dcr-o5gy41\">The new government in EU economic powerhouse Germany in particular has faced anger from Kyiv over its refusal to send weapons to Ukraine, as well as hesitating over one of the harshest economic sanctions under discussion \u2013 cutting Moscow from the global SWIFT payments system.<\/p>\n<p class=\"dcr-o5gy41\">Echoing other US warnings, Kirby said on Monday that intelligence shows \u201cit\u2019s very clear that the Russians have no intention right now of de-escalating.\u201d However, some European leaders are signalling less alarm.<\/p>\n<p class=\"dcr-o5gy41\">EU foreign policy chief Josep Borrell said after talks with US top diplomat Antony Blinken that there was nothing to suggest an \u201cimmediate\u201d Russian attack.<\/p>\n<p class=\"dcr-o5gy41\">\u201cYou have to stay calm doing what you have to do, and avoid a nervous breakdown,\u201d he said.<\/p>\n<p class=\"dcr-o5gy41\">On Sunday and Monday the White House and Downing Street said they had started withdrawing diplomats\u2019 families from Ukraine.<\/p>\n<p class=\"dcr-o5gy41\">The Ukrainian government has criticised the withdrawals as \u201cpremature\u201d. Ukrainian security experts said that Russia has not yet made the preparations necessary for a large-scale invasion, such as the deployment of combat units and establishment of medical facilities.<\/p>\n<p class=\"dcr-o5gy41\">Oleksiy Danilov, the secretary of the national security and defence council, said he did not expect an imminent invasion and did not share the \u201cpanic\u201d which he connected to \u201cgeopolitical and domestic\u201d processes in the west.<\/p>\n<p class=\"dcr-o5gy41\">\u201cThe buildup of Russian troops isn\u2019t as rapid as some claim,\u201d Danilov told the BBC\u2019s Ukrainian service.<\/p>\n<p class=\"dcr-o5gy41\"><em>With Agence France-Presse<\/em><\/p>\n<p> The map in this article was amended on 25 January 2022.
